Black Moor fish with white spots?! HELP!?

I bought a Black Moor fish about a week and a half ago. They told me it was okay to put him in a bowl. So I bought a fish bowl, and some of those colorful rocks to put in the bottom. I cleaned his tank yesterday but when I filled it back up with tap water and put some of that AquaSafe stuff in it, the water was still foggy. I thought maybe it was a film coming from the rocks. But about three days ago I noticed that my fish has white spots on his body, and there seems to be more now. Today I noticed a giant white spot above his eye, but its gone now. I looked online and it said that he probaby had "Ich"? I dont know what to do to fix this. My mom had a fish and she used to use distilled water and that seemed to help the fogginess. I just need to know what to do, about the foggy water AND MORE IMPORTANTLY, the white spots. I'd be absolutey devastated if I lost this fish. Help please? Thanks so much.
