What happened to the oil industry in Coalinga, CA?

In the 1990's the town was bustling. Chevron hands 40+ execitives. Shell and Texaco were very busy. There were many service companys. Now it is run by a skeleton crew. I have heard that there is huge amount of oil there, maybe plenty for Califonia, alone...???
