What were the rules of the 17th Academy Awards that allowed Berry Fitzgerald to be nominated twice?

Haha I just saw this for the first time last night and it puzzled me too. At that point in the Academy Awards, they didn't have any rule blocking it from happening, so it was fair game at that point. It was the first and last time that ever happened at the Academy Awards. Now they obviously have rules that prevent that.
