What's another word for ubiquity?

Hello. I am trying to make the point that a legal rule prevails across the legal spectrum (i.e. that it is in widespread use). I need a noun. I have been using ubiquity, and would like a change of pace. It must be a noun (e.g. Owing to the rule's "widespreadness").
